In Mid-September 1945, the Provisory National Assembly of Hungary held the debate of the new Act of Vote that was more democratic than ever. The act enfranchised every Hungarian citizen who completed his 20th year in the year of the election except German nationals, war-criminals and people who held certain posts during the war. This way the act realised the principles of generality, secrecy, equality, directness and proportion almost completely. The Independent Small-holders’ Party and the Hungarian Communist Party lead mainly in the electoral campaign that reached its climax in September and October. County Zala formed one election district and, as in other districts, also here the National Peasants’ Party, the Bourgeois-Democratic Party, the Hungarian Communist Party and the Independent Small-holders’ Party could list. In the Zala election district from the 214 399 polled electors 192 359 persons voted valid. The election brought in County Zala the overwhelming victoiy (75,13%) of the Independent Small-holders’ Party which was better than the 339
