(28) INTERNATIONAL ORGANIZATIONS FOR HYDRAULIC QUESTIONS AND THEIR ACTIVITIES By W. Lászlóffy, Doctor of Technical Sciences (For the Hungarian text see pp. 149—184) UDC. 061.2(100):626/628 Based on official sources the history, structure, activity and publications of international organizations for hydraulic questions are described. Relations with Hungary are expounded, and the significance of improving existing ones, respectively establishing missing ones is pointed out. A ) The first part deals with non-governmental organizations, and distinguishes 1/worldwide organizations, II/organizations the activity of which extends over a limited territory, and III/ organizations the activity of which includes, —among others —certain hydraulic problems as well. (Inasmuch as the title of chapters devoted to individual organizations contains also their names and as the sources are to be found compiled in the Annexe, details will be omitted here.) B) Hydraulic activities of governmental organizations (having an official character) 'are described in the second part. I. Deals with the work of the UNO (Fig. 1.) respectively, with that of the Economical and Social Council (Fig. 2) and the Regional Commissions thereof. Efforts towards promoting the development of international basins are illustrated (Fig. 3). II. From among the specialized agencies of the UNO, in accordance witb. their subject matter, the activities of the UNESCO, FAO, WHO and WMO received special attention. In connection with the UNESCO (Fig. 4 ) the structure of the ISCU (Fig. 5) and the UATI is introduced and arid-zone research is described (Fig. 6). III. From among the international organizations dealing also with hydraulic problems within the socialist block of states the Danube-Commission and the Mutual Economical Aid Committee are mentioned as being of outstanding interest for Hungary. C) The significance of participating in the activities of international organizations is pointed out in conclusion, and the necessity of creating a "hydro-diplomatic" staff is stressed, which should be capable of taking care of the increasing tasks, and dispose for this end of the necessary technical and linguistical knowledge.
