The Hungarian Studen; 15 IV. Organizational structure of the Association 1. The organs of the Association are: the Congress, the National Executive Council, the Supervisory Committee, and the Local Organizations. 2. The Congress is the supreme legisla­tive organ of the Association. 3. The National Executive Council exe­cutes the decisions of the Congress and directs the work of the Association. 4. The life of the Association is carried on in the Local Organizations. 5. The members of the National Execu­tive Council are: the President, the Vice President, the Secretary General, the Sec­retary of Education, the Press Secretary, the Public Relations Secretary, and the Treasurer. The President, Vice President, Secretary General, Secretary of Education, Press Secretary and Public Relations Secre­tary, as well as the members of the Supervisory Committee, shall be elected by the annual Congress of the Association, separately and by secret ballot. 6. The Treasurer shall be appointed by the newly elected President subject to the approval of the Congress. 7. The duties of the President shall be to execute the decisions of the Congress; to supervise the work of the National Exe­cutive Council. He shall present to the Congress a report of his activities and re­port periodically to the Supervisory Com­mittee. This periodical report shall be published in the official publication of the Association. 8. The Vice President shall assist the President in his duties; he shall take over the duties of the President during his ab­sence or incapacity. He succeeds the Presi­dent for the rest of his term in case of the President’s leaving office before the next election. The Vice President shall di­rect the Association’s relations with all those organizations with whom the Asso­ciation wishes to cooperate, in pursuance of the Constitution or a decision of the yearly Congress. The Vice President directs the international relations of the Associa­tion. 9. The Secretary General shall direct the internal affairs of the Association and run the central office. He shall maintain con­nections with the Local Organizations and coordinate their activities. He shall per­form the general administration and pro­vide for the preparation and distribution of the reports and official announcements concerning the activities of the Association. 10. The Secretary of Education shall con­duct the educational and scholastic affairs of the Association. He shall assist in ob­taining scholarships for the Association and in distributing them among members on the basis of recommendations by the supervisory committee. He shall cooperate with the Vice President in the solution of educational problems on the international level. He shall be in charge of the student exchange program and summer placements. 11. The Press Secretary shall main­tain contacts with press organs and pub­lications outside the Association. He shall be in charge of the editing of the Asso­ciation’s official publication and of general affairs in connection with the press. 12. The Public Relations Secretary shad keep the general public informed about the activities of the Association, and he shall conduct the cultural life of the As­sociation. 13. The Treasurer shall be in charge of the economic and financial affairs of the Association, as approved by the Congress. He shall prepare and submit to the Con­gress the budget for the following year. He shall keep record of and administer the real and personal property of the Associa­tion. He shall submit a written monthly accounting and report to the President and Supervisory Committee. 14. Within the limits of possibility, every member of the National Executive Council is required to speak English. The President and the Press Secretary should, in addi­tion, speak German or French in order to be better able to carry out international negotiations. V. The operation of the Association 1. The President shall call the Congress into session at least one a year. The Con­gress shall be composed of the officers, the Supervisory Committee, the delegates of the Local Organizations, and guests. Any member of the Association may participate in the Congress with the right of discus­sion but without the right to vote. Only the delegates of the Local Organizations shall have the right to vote at the Congress. 2. The Congress shall be opened by the outgoing President; he shall then give a report of the work of the National Execu­tive Council and submit his resignation. The Congress, after hearing and discussing the presidential report, shall elect a chair­man to conduct the congressional session. 3. The Congress shall discuss and ap­prove the program and the budget for the following year. 4. The Congress shall elect—or, in the case of the Treasurer, approve—the mem­bers of the National Executive Council and the Supervisory Committee. 5. If necessary, the President shall ap­point committees under his supervision for the execution of special projects called for in the program. 6. The Congress may amend the Consti­tution of the Association by a two-thirds vote. Proposals of amendments must be submitted to the Secretary General in writ­ing at least thirty days before the open­ing of the Congress. 7. The Congress shall decide in case of appeal from an expulsion. 8. The Congress shall determine policy concerning the Association’s relations with other organizations. 9. Every office holder may be re-electsd. 10. The Congress may be called into spe­cial session in order to deprive the Nation­al Executive Council of office, if two-thirds of the Local Organizations express the opinion in writing that the activities of the National Executive Council are contrary to the spirit of the Constitution of the Asso­ciation. In the event that the National Exe­cutive Council is deprived of office, the duties of the President shall be assumed by the head of the largest Local Organiza­tion submitting a complaint, who shall im­mediately call the Congress into session. The special Congress shall then elect a new National Executive Council which, im­mediately upon election, shall step into the place of the previous National Executive Council. The motion of no confidence shall be ad­dressed to the Supervisory Committee and to the head of the largest Local Organ­ization. 11. The Members of the Supervisory Com­mittee shall be the eight Supervisors elect­ed by the Congress. The Supervisors elect from among themselves the Chairman of the Supervisory Committee. In case of an equal division of votes in any question, the vote of the Chairman of the Supervisory Committee is decisive. The President of the Association, the Vice President, and the Secretary General shall be members ex officio of the Super­visory Committee without a vote. 12. The Supervisory Committee shall meet whenever necessary between two Con­gresses, but it shall meet at least once every three months. 13. The duty of the Supervisory Commit­tee shall be to supervise and assist the work of the National Executive Council. During the time between two Congresses it shall determine the policy in important questions for which there is no congres­sional provision in force. It shall, however, make all such policy decisions within the spirit of the Constitution of the Associa­tion, and present all such policy decisions to the next Congress for approval. 14. In the question of the expulsion of a member the Supervisory Committee shall decide by a two-thirds vote. 15. A Local Organization may be formed in any place where there are more than three members of the Association. A Local
