16 The Hungarian Student Organization may send to the Congress one delegate if it has more than three but less than 26 members. It may send one additional delegate for every additional 25 members or any fraction thereof. 16. The Local Organizations shall assist their members in the solution of their per­sonal problems and provide the framework of the members’ activities in the spirit of the Constitution of the Association. They have the power to deal with all problems of a local nature. They shall remain in close contact with the National Executive Council and submit monthly reports of their activities. 17. The members of a Local Organiza­tion may elect officers from among them­selves and they may adopt individual con­stitutions which best fit their particular cir­cumstances. In such cases, however, the constitution of the Local Organization shall contain the following clause: “This organ­ization is a member organization of the As­sociation of Hungarian Students in the United States; it accepts and adopts its principles and Constitution; and it is ready to abide by them according to the local conditions.” 18. Local Organizations geographically connected may, with the subsequent ap­proval of the Congress, form regional or­ganizations in order to facilitate commu­nications and common action. VI. Signature and responsibility 1. Only the President, Vice-President, and the Secretary General shall be empow­ered to write letters to third parties in the name of the Association. Even the last two shall inform the President of every important letter before writing it. 2. In addition to the President, only the Secretary of Public Relations shall be em­powered to sign circulars. 3. The financial responsibility of the offi­cers shall extend only to the value of the material or financial property of the Asso­ciation entrusted to them. 4. Every person is responsible for his ac­tivities on behalf of the Association direct­ly to the President who, in turn, shall be responsible for them to the Congress and, ultimately, to the membership. VII. The financial basis of the Association 1. The Association is an independent or­ganization; therefore it shall accept money or other material contributions only from such persons or organizations who do not aim thereby to infringe upon the freedom of action of the Association and who are not incompatible with the aims and poli­cies of the Association as set forth in the Constitution. 2. Contributions offered for scholarships may not be used as financial support for the Association. VIII. Miscellaneous provisions 1. The Association shall be automatically dissolved when the number of its Local Or­ganizations becomes less than three. In this event, the capital of the Association shall be transferred to the Local Organizations remaining active. 2. A Local Organization shall be dissolved when its membership becomes less than three members. 3. The AHSUS recognizes only one world-wide Hungarian student association, the Union of Free Hungarian Students, and it desires to operate as one of its mem­ber associations. 4.
