unless otherwise determined by the Board of Directors. e) In case of life family plans, only the certificate holder who is the basic insured member shál have the right to vote at dáegate áection meetings, branch meetings, or to hold office in the sad branch. Qualifications of Delegates 17. The insured membership eligible to vote in the delegáe elections shál be determined by the Executive Committee as of December 31 of the year prior to the Convention. A list of sad eligible voting members shall be máled to the Branch Manager and Branch President by February 15 of the Convention year. Any candidáe for dáegáe or alternáe delegáe to the Convention must be an insurance member of the duly established grouping to which his branch is assigned. Quáificáions for dáegáe and/or áternáe dáegáe are as follows: a) The candidáe shál have átáned the age of ághteen (18) years and have been an insurance member of the branch for á least one full calendar year prior to his áection as a dáegáe or áternáe dáegáe. All membership obligáions muá be current. b) The candidáe cannot be an employee of the Federáion or an Advisor appointed by the Board of Directors. Election Irregularities 18. Complánts of any áleged irregularity in the máhod of convening any meáing for the áection of dáegáes and áternáe dáegáes or in the mode of áection of sád dáegáes or áternáe dáegáes muá be recáved, in writing, by the President by July 31s of the convention year. Upon recápt of a complaint, the President shál forthwith requeá full dáailed and notarized written reports from the officers of the branch and the person or persons filing the complánts. Said reports shall be forwarded to the President by certified mail within two (2) weeks from the dáe of recei pt of the requeá for same. Upon recápt of the sad reports, the Pres dent shál convene the Executive Committee to consder the complánt. The Executive Committee shall report sád máter to the Board of Directors áong with its recommendáion. The Board shall áther approve or rqect the recommendáion, and within ten (10) days shall notify the branch of its decison and/or directive for corrective action. Should sad branch refuse or neglect to take such corrective action, the Board of Directors shall have the authority to declare the áection null and void. The action of the Board shall be reported to the Convention and may be appealed to the Convention. All expenses incurred in átending the Convention by complainant(s) and/or wi tnesses shal I be the sol e respons bi I i ty of the compl á nant(s) or the person cáling the witnesses and shál not be paid by the Federáion. The Credenti ás Committee of the Convention shál meet juá prior to the commencement of the Convention to conáder ál máeriá and legály compáent teái mony presented to it and render a deciáon. This deciáon may be appealed to the Renary Sesáon of the Convention, whose deciáon shál be final. Convention Chair-Convention Secráaries-Expenses-Reports 19. Renary Sessions of the Convention shall be cháred by the Chár of the Board of Directors. 20. The Convention Secráary shál be appointed from among the members of the Federáion by the Executive Committee. The minutes of the previous day shall be read á the beginning of each morning session, and these minutes shál be approved by the Convention and áteáed as correct by three (3) members appointed by the Chár of the Board of Directors á the end of the previous day’s sesáon. The minutes of the laá day of the Convention shál be read and approved by a committee of five (5) members, including the Executive Committee. 21. The á I owance for meeti ng expenses of á I persons authori zed to átend the Convention shál be dáermined by the members of the Convention on thefi rá day of the Convention. 22. The Preádent shál send the prepared quadrenniá reports to each member of the Executive Committee, Advisors and the members of the Convention no láer than twenty (20) days prior to the Convention. Convention Order of Procedure 23. The Convention’s order of procedureshál beasfollows: a) The opening of the Convention with Divine Worship Services. b) The Redge of Allegiance to the Flag of the United Stáes of America. c) Report of the Credenti ás Committee and official recognition of the Conventi on members. d) Rol I cal I and Eáabl i shment of Quorum. e) Greetings from the Board of Directors. f) Adoption of the agenda. g) Dáermináion of ál owance for meáing expenses for the members of the Convention. h) Reports of the Preádent, Secráary-Treasurer and Chár of the Board of Directors. i) Reports of the Advi sors. j) Announcement of the Convention Committees. k) Reports of the Standi ng Committees. l) Ráease of the members of the Board of Directors from their responábilities. m) A ppoi ntment of temporary chá r. n) Report of the Nomi nái ng Committee. o) Election of Diáriá members of the Board of Directors and thár alternáes. p) Election of At-Large members of the Board of Di rectors and thá r áternáes. q) Taki ng of the Oáh by the members of the Board of Directors r) Adjournment. (Every sesáon shál begin and close with devotions.) Special Convention 24. The Preádent of the Federáion, in consultáion with theChár of the Board of Directors, á the requeá of the branches forming the majority of the membáship of the Fedááion or a majority vote of áxty-five percent (65%) of the members of the Board of Directors, shál issue the cál for a Speciá Convention. The cál shál be issued in writing and precede the opening of sad Convention by á leaá thirty (30) days. Such Convention shall be composed of the members of the prev i ous Conventi on.
