Officers are elected by majority vote. The Vice Presidents and the regular members and alternates of the Board are elected by plurality. The Officers and the regular members of the Board shall take the oath of office prior to assuming the office. 33. Upon the death or the resignation of any of the National Officers, the vacancy shall be filled by the Board of Directors in the following manner: The President or acting president shall make an announcement in the official publication for applicants at least one month prior to the election. The applicants shall submit their qualifications for the particular office together with proof of their educational background to the Board of Directors. In the event of illness or any other incapacity, the National Officers shall substitute for each other, provided such illness or incapacity shall not extend beyond a period of ninety (90) days. Should such illness or incapacity extend beyond a period of ninety (90) days, then the Board of Directors shall take necessary action. 34. Alternate members: The Convention shall elect an alternate for the members of the Board of Directors, who shall fill any vacancy created by death or resignation. Alternates shall receive no remuneration, except for services rendered. Alternate members elected shall fill vacancies of the elected Board of Directors in the order of the highest number of votes received. Standing Committees of the Board of Directors 35. The Committees of the Board of Directors which are composed of one Vice President and three members of the Board, are: a) Executive and Organization Committee. b) Administrative Committee. c) Finance and Auditing Committee. 36. The Executive and Organization Committee examines the office of the President. The Administrative Committee examines the office of the Vice President-Secretary. The Finance and Auditing Committee examines the office of the Treasurer. 37. These examinations shall be made at the first regular meeting of the Board of Directors and the results reported to that meeting and to the Convention. Whenever it may be found necessary, they may conduct such examinations at any time. 38. The Executive and Organization Committee also acts in disciplinary cases. Vice Presidents of the Federation Duties and Powers 39. Any of the Vice Presidents may perform the duties of the President in his absence from meetings, or at his request. ARTICLE IV Qualifications — Election —• Powers — Duties 40. All the affairs of the administration of the Federation are directed by the National Officers under the supervision of the President. The National Officers are: President, Vice President-Secretary and Treasurer, who are the heads of their respective offices. They function according to the directives of the Board of Di- rectors and according to the provisions set forth in these by-laws. The terms of their office is from December 1st of the Convention year and is completed on December 31st, four years hence. The outgoing officer remains in charge of his office until December 31st. They may have no other paid employment than their office in the Federation. Their salaries are determned by the Convention. In the interim, between Conventions, the Board of Directors may adjust the officers salaries according to the consumers price index (all items) of the previous year as published by the Department of Labor but this may not exceed a yearly 10%. The National Officers, while attending meetings or while on promotional and organizational trips or on any other authorized special mission away from home on behalf of the Federation, shall be entitled to travel expenses and per diem expenses as determined by the Board of Directors. 41. The election of the National Officers shall be from a list of qualified applicants. Public announcement shall be made for applicants at least two months prior to the Convention. The applicants shall submit their qualifications for the particular office together with proof of their educational background to the President, who in turn submits them to the Board of Directors.
