special committee of three appointed by the Presi­dent the day before. The minutes of the last day’s discussions shall be read and approved as the Con­vention shall direct. 18. The expenses of the Convention, the travel­ing expenses and the per diem allowances of the dele­gates shall be determined by the Convention and paid from the treasury of the Federation. 19. The Secretary of the Federation shall send the National Officers’ quadrennial report prepared for the Convention to the Members of the Board of Directors and to the elected delegates, 30 days prior to the Convention. Convention Order of Procedure 20. The Convention’s order of procedure is: a) The opening of the Convention with Divine Services. b) Greetings. c) Official recognition of delegates. d) Reports of the National Officers and Board of Directors. e) Announcement of Committees. (Members of Committees are appointed by the President.) f) Report of the Executive and Fraternal Committee. g) Report of the Administrative and Or­ganization Committee. h) Report of the Finance and Auditing Committee. i) Release of the National Officers and Members of the Board of Directors. j) Election of temporary chairman. k) Report of the Nominating Committee. l) Election of National Officers: President, Secretary, Treasurer and Controller. m) Election of the Members of the Board of Directors. n) Oath of elected National Officers and Members of the Board of Directors. o) Adjournment. (Every session shall begin and close with devotional services.) Special Convention 21. Whenever it is necessary, the President of the Federation, at the request of the Board of Direc­tors or at the request of the branches forming the majority of the membership of the Federation, shall issue the call for a Special Convention through the Secretary. The call shall precede the opening of said Convention by at least four weeks. Such Con­vention shall be composed of the delegates of the previous Convention. ARTICLE III THE BOARD OF DIRECTORS Definition — Membership — Duties — Jurisdiction 22. The Board of Directors is that body of the Federation which with full responsibility to the Convention, administers and effectuates the supreme direction of the Federation, guides and controls its affairs in accordance with the by-laws. 23. The Board of Directors, whose members must be American or Canadian citizens, is constitut­ed of regular, advisory and honorary members. Regular Members a) The National Officers of the Federation: President, Secretary, Treasurer and Controller. b) The three Vice Presidents of the Fede­ration. c) Members of the Standing Committees. Advisory Members a) The Superintendent of the Bethlen Home. b) The Medical Director. c) The Accountant (Business Counsellor). d) Legal Counsellor. Honorary Members 24. The Convention may, in recognition of out­standing past services, elect honorary members to the Board of Directors. Meetings of the Board of Directors 25. The Board of Directors regularly shall meet twice a year—in the first half of the year in the Home Office in Washington, D. C., and in the sec­ond half of the year at the Bethlen Home in Ligon- ier, Pennsylvania. 26. It is the duty of every regular member of the Board of Directors and the Superintendent of the Bethlen Home, to be present at the meetings. All other advisory and honorary members shall be en­titled to attend the meetings of the Board of Direc­tors upon the invitation of the President. They may participate in the deliberations of the Board, but they cannot vote. Special Meeting 27. When the Executive Committee deems it necessary, or upon the request of at least half of the Members of the Board of Directors, the President shall call a special meeting. The call shall be issued in writing, at least two weeks before the date of the meeting. III.
