FRATERNITY co Superintendent of the Bethlen Home 50. The Superintendent of the Bethlen Home, in behalf of the Board of Managers of the Home, shall present a report to the regular meetings of the Supreme Council and to the Convention, per­taining to his office and the life and activities of the institution. He shall also report matters concerning the progress and management of the Home, which require final action or approval, to the Supreme Council or to the Convention. He shall be entitled to partake in the discussions of the Convention and of the Supreme Council in matters pertaining to the Bethlen Home. ARTICLE V PERSONNEL Home Off ice 51. The office force of the Home Office pur­sues its work according to the instructions and control of the respective Supreme Officers (De­partment Heads), and under the general super­vision of the President. They shall be members of the Federation with membership in the Home Office branch. Their salaries shall be determined by the Supreme Council Upon the recommenda­tion of the respective officers and the approval of the Executive Committee, the President shall appoint or discharge employees. — 29 — Field Force 52. The Field Force may consist of the fol­lowing: Field Supervisors, district, area, regional or section managers, full time or part time. a) The appointment, the territory or the sphere of activity and contractual obligation of the Field Force shall be fixed by the Secretary of the Federation in concurrence with the Executive Committee and with the approval of the Supreme Council. b) The work of the Field Force shall be directed and controlled by the Secretary. They shall send him written reports of their ac­tivities and recommendations for employment of local branch managers and representatives. c) The Supervisors shall supervise the work of all field personnel, and the general activity and production within their own ter­ritories, reporting their findings to the Secre­tary. District Managers shall oversee the work and activity of the branch managers within their districts and report their findings to the Secretary and to their Supervisors. d) Full-time salaried employees of the Field Force shall not be either branch officers or delegates to the Convention. Based upon merit, service and production during the four- year period prior to the Convention, the Su­preme Council may select and authorize the — 30 —
