Secretary to call representatives of the Field Force to the Convention, with the right to partake in discussions in matters concerning promotional and organizational work. 53. Salaried members of the Field Force, while al tending meetings or while on promotional and organizational trips, or on any other authorized special mission away from home on behalf of the Federation, shall be entitled to travel expenses and per diem expenses as determined by the Supreme Council. ARTICLE VI THE BRANCHES Organization — Administration — Meetings 54. At such places where the Federation desires to form new branches, they may be organized with not less than 25 new adults members, with the approval of the Secretary. Branches with less than 25 new adult members shall be merged into the nearest larger branch or their membership transferred to the Home Office branch. Upon the request of their membership, branches in the same city or in the vicinity may merge into one branch and may constitute a Section, served by the Home Office as such. 55. Each branch shall have self-governing powers in its own affairs and may adopt rules and regulations, provided they do not conflict with — 31 — I these by-laws. The affairs of the branch are controlled by its elected officials or the branch manager appointed by the Secretary. 56. The business of the branches may be transacted at their meetings. Each branch may hold meetings monthly at a place and time set by the branch. One of the monthly meetings shall be the regular annual meeting. All regular members of the adult insurance department of the Federation may be present at the meeting of the branch and may vote. A member on extended or paid-up insurance or in arrears with his monthly dues for three months may not be counted as a regular member. A member holding a paid-up certificate may retain his membership rights by paying $3.00 in advance annually as membership dues. Branch Officers — Expenses 57. In order to transact its business, every branch may elect a set of officers from the adult members of the insurance department of the Federation, by a majority of the members present and voting at the annual meeting of the branch. These officers consist of a president, vice president, secretary-treasurer and controller, and where necessary a local manager appointed by the Secretary of the Federation. Persons who are officers or agents of other similar associations cannot be elected branch officers. (To be continued) — 32 FRATERNITY
