eration, shall issue the call for a Special Con­vention through the Secretary. The call shall precede the opening of said Convention by at least four weeks. Such Convention shall be com­posed of the delegates of the previous Convention. ARTICLE III THE SUPREME COUNCIL Definition — Membership — Duties — Jurisdiction 22. The Supreme Council is that body of the Federation which with full responsibility to the Convention, administers and effectuates the su­preme direction of the Federation, guides and controls its affairs in accordance with the by-laws. 23. The Supreme Council, whose members must be American citizens, is constituted of reg­ular and advisory members, as follows: Regular Members a) The Supreme Officers of the Federa­tion: President, Secretary, Treasurer and Con­troller. b) The three Vice Presidents of the Fed­eration. — 11 — c) Members of the Standing Committees: Administrative and Disciplinary, Finance and Auditing, and Bethlen Home Committees. Advisory Members a) The Superintendent of the Bethlen Home. b) The Medical Director. c) The Accountant (Business Counsellor). d) Counsellor-at-Law. (In matters pertaining to the sphere of their official duties.) 24. The Supreme Council has jurisdiction over the preparation of the budgets, the approval of the annual financial statements, the drawing up of rules, the supervision of the offices, the di­rection of controversial and legal litigations, the institution of disciplinary measures, the execution of contracts, the election of the Medical Director, Accountant (Business Counsellor) and Counsellor- at-Law. Upon the recommendation of the Supreme Officers, the Supreme Council also determines the number of employees and their salaries the di­rection of organizational and publicity affairs, the preparation of the Convention and final decision in all matters which these by-laws do not reserve for the Convention; in fact the execution of all — 12 — FRATERNITY
