FRATERNITY the supervisory, executive and administrative pow­ers of the Convention during the interim between its meetings. The Supreme Council shall submit a report of its activities to the Convention and shall determine and designate the number of guests and other persons to attend the Convention. Meetings of the Supreme Council 25. The Supreme Council regularly meets twice a year — in the first half of the year in the Home Office in Washington, D. C., and in the second half of the year at the Bethlen Home in Ligonier, Pennsylvania. 26. It is the duty of every member of the Supreme Council to be present at the regular meetings. The Superintendent of the Bethlen Home, the Accountant (Business Counsellor), the Medical Director and the Counsellor-at-Law may be requested to be present at meetings either at the invitation of the President or by the meeting. Special Meeting 27. When necessary, or upon the request of at least half of the members of the Supreme Council, the President may call a special meet­ing through the Secretary of the Federation who shall issue the call in writing at least two weeks before the date of the meeting. —■ 13 — Mi nutes Expenses of the Supreme Council Order of Procedure 28. The order of procedure at the regular meetings of the Supreme Council is: a) Opening of the meeting with devo­tional services. b) Reports of the Officers. c) Report of the Bethlen Home. d) Reports of the Standing Committees of the Supreme Council. e) Pending matters and motions. f) Closing of the meeting with devotional services. 29. The Supreme Council shall select its own recording secretary from among the Supreme Officers. The Minutes shall be communicated to them by the Secretary of the Federation and to the members of the Federation in a manner pre­scribed by the Supreme Council. 30. The expenses of the meetings of the Su­preme Council and the expenses of the Members present shall be determined by the Supreme Council and paid from the treasury of the Fed­eration. — 14 —
