He will be a distinct asset to Your Honors in your great endeavor at this crucial time . . .” We have every confidence that Judge Fiok, who has served as our Federation’s Legal Counselor for almost two decades, will continue to be a distinct asset not only to the Commonwealth of Pennsylvania, but also to his faith, his people and to the Hungarian Reformed Federation of America. IMPORTANT CONVENTION NOTES During the month of January, 1964, which is already drawing near, all of our branches will hold their regular annual meetings for the purpose of electing officers. Since 1964 is the year of our next quadrennial convention, which will be held during the first week of June in Washington, D. C. — directly following the dedication of our new Home Office Building — the second important item on the January agenda of our branch meetings is the election of the convention delegates. All pertinent plans must be worked out in ample time for both the election of officers and delegates in order that meetings and subsequent actions might be legally acceptable in the light of our by-laws. Our official paper reaches all branch officers and members concerned, therefore, let me call your attention to the following paragraphs of our by-laws: “The affairs of the branch are controlled by its elected officials or the branch manager appointed by the Secretary.” (Wherever this appointment was necessary.) “All regular members of the adult insurance department of the Federation may be present at the meeting of the branch and may vote. A member on extended insurance or one in arrears with his monthly dues for three months may not be counted as a regular member.” (Article VI, pages 55 and 56.) “In order to transact its business, every branch may elect a set of officers from the adult members. These officers consist of a president, vice president, recording secretary-treasurer and controller, and, wherever it is necessary, a local manager is appointed by the Secretary of the Federation.” (Page 57.) “The president of the branch shall conduct its meetings. No other matter may be considered at this meeting except that contained in the notice. The secretary of the branch takes the minutes of the meeting and preserves them in proper form, and upon request submits them to the Secretary of the Federation. He summons meetings by written notices. Where a branch manager is appointed, he shall assume all such duties.” (Pages 57-61.) “Convention meetings of the branch have the right to make decisions only if a quorum of the meeting is present. The required quorum is one-twentieth of the adult membership of any branch, at least five members in branches with less than 100 members.
