4 FRATERNITY those present, regardless of number, shall constitute a quorum.” (Article II, page 11.) ELECTION OF CONVENTION DELEGATES (Article II, pages 14-15) Each branch having a minimum adult membership of 300 shall send one delegate to the Convention. Branches having more than 300 mem­bers shall send one additional delegate for each multiple of 400 members. Branches having less than 300 members will assemble in groups of not less than 400 and not more than 450 members, and may jointly send one delegate. The assembling of these groups will be arranged by the Secretary of the Federation according to geographical location. The ini­tiative for the election of the group delegate shall be the right of the largest branch within the group of branches. The candidate of such group of branches receiving the majority vote of those present shall be the delegate. For every delegate elected an alternate shall be elected at the same meeting, who shall attend the Convention in the event the regular delegate is unable to attend. The delegates and alternates shall be elected during the month of January preceding the Convention and their names shall be certified to the Secretary of the Federation within 30 days after election. A delegate and alternate must have been in the membership of the Federation and of the branch, or one of the branches of the group he is representing for at least one year prior to his election, and must have fulfilled all his membership obligations. Branches formed within one year preceding the Convention shall be exceptions. Officers of similar organizations or employees of the Fed­eration receiving a monthly salary cannot be delegates. ELECTION IRREGULARITIES The Secretary of the Federation shall review the regularity of the elections and in the event any irregularity is discovered, it shall be his duty to report such irregularity to the branch for corrective action. In the event such corrective action shall not have been taken within 30 days, the Secretary shall report the irreegularity to the Supreme Council with the recommendation of the Supreme Officers. The Su­preme Council shall either approve or reject the recommendation. If the recommendation is sustained, the Supreme Council shall, through the Secretary, notify the branch of its decision. The delegate or alter­nate of the branch shall have the right to appeal such decision to the Convention, whose decision shall be final. ★ ★ ★ Although in the month of December you will receive all necessary information concerning the voting membership and the assembled groups of branches — along with data regarding the January meetings — let me urge all present branch officers, supervisors, district, section and branch managers to study the above paragraphs of our by-laws and conduct the meetings accordingly.
