FRATERNITY 9 the older as well as the newer generations and, with its selected items, it strives to bring closer together those whose souls belong together. My experience is that the present format has proved satis­factory and gained general approval. The money that we spend on the publication brings in its return just as much as those amounts which we can appropriate for charitable purposes and which are included in our budget. THE BETHLEN HOME The two resolutions adopted by our respective authorities concerning the Bethlen Home could not be accomplished to this day. One of them was for the establishment of the Hungarian gimnazium-type boarding school within the bounds of the Home. Although we have made all the preparations for the opening, but, because of lack of enough students, we had to give up this beautiful plan, at least for the time being. The second resolution ordered the building of a new wing to the Old People’s Home. The necessary plans were made by our architects for reason of economy, according to the directions of the Board of Managers, in such a way that the new wing, together with the previously built wing, would have been joined with the old building to create one block. This plan was not accepted by the Building Department of the State of Pennsylvania. Their reasoning was that, according to the re­cently adopted safety ordinance, the old building is not suitable for occupation by elderly boarders and thus cannot be joined together with the new wing. Consequently, we had to have brand new plans made. These were ready in due time, but, because of the red tape of the state offices, were approved only in early May of this year. During the preparation of this report, the Welfare Department was still pro­crastinating the final authorization. (At last it was given on May 13.) It would be too lengthy to enumerate everything that held up the realization of the building; however, the proper committee of the con­vention will have an opportunity to look into the details. The only thing that I can report here is that both the Board of Directors of the Home and the Board of Managers carried out their responsibilities with due care and conscience, as usual, and the delay was not their fault. Furthermore, if we consider that the collection of the expected donations for the building probably would have run into difficulties during the economic conditions of the past two years, it may be just as well that it will start only now, when the situation has already improved and further improvement can be expected. AGENDA The usual tasks of our conventions are exactly outlined in our currently valid By-Laws. Within these, as the most important work of the convention, in my opinion, I must emphasize, is the up-to-date amending of the By-Laws. The Federation made considerable progress during the past 25 years. We should progress with the times by mod­ernizing our laws. We should shorten and simplify the out-of-date laws and create such new ones as will comply with the changing conditions
