th century was not realized until 1904. Before this date, only private investors, companies and later county authorities gave commission to build closed telephone network. In the 1890s, there had been attempts to build a national network, however these attempts all failed. In 1904, the first public network was established with 20 subscribers. Before World War I., all of the county's larger settlements were connected to the national telephone network. The writer also introduces the institutional and organizational framework which helped the telephone network development.
