BILINGUAL EDUCATIONAL SCHOOLS IN PREKMURJE IN THE European Context In the present paper the bilingual educational system in Prekmurje is highlighted and compared with the situation of minority educational systems in other European countries. Minority languages, which are in a situation similar to Hungarian in Slovenia, namely those where the language of the minority is the language of the majority and the official language in another country, were selected for comparison. The situation of several minority languages in Scandinavia, German as a minority language in neighboring countries as well as several minority languages in some countries in East Europe will be analysed comparatively. This comparison and analysis will be placed in the context of the language policy of the European Union, onto which also the concept of the Common European Language Framework has a bearing. It is a very popular instrument, in particular in the context of foreign language learning, which, as studies show, has proved to be universal enough so that with certain modifications it can also be used within the context of minority languages. Although some dilemmas will be oulined, the the advantages of its implementation in the educational system will be emphasised. 338
