A katolikus tanács tagjai és a választott község itáliai származású hangadó személyei összejátszottak egymással, és a biztos határozott fellépése ellenére megválasztották a már hét éve a bírói posztot birtokló Váncsay Istvánt, aki semmilyen számadást nem vezetett, és a város gazdálkodása átláthatatlanná, a jövedelmek és a kifizetések ellenőrizhetetlenné váltak. A botrány teljes volt: a királyi biztost a katolikus (!) tanács semmibe vette, utasításait nem követte, Mednyánszky indulatos jelentése szerint a tanács tagjai fellázadtak a király képében kirendelt személy ellen.

SUMMARY

The impact of the central administration of the fiscal-military state on cities and their inhabitants in the seventeenth and eighteenth centuries is evident in terms of confessionalism as well as public administration. After an overview of the changes that took place both in Europe in general and the Habsburg Monarchy in particular, the study examines the main areas of state intervention which caused administrative reforms in the free royal cities in Hungary. In the course of this process, the hitherto relatively strong self-government of the cities was gradually subjected by the ever-expanding state administration of the ruler. Then, a new city administration was introduced which, reflecting the unifying ideas of those preparing the edicts, was both economically more transparent and more controllable. What was thus aimed for was a more up-to-date administrative practice, in which effective authority in the cities was wielded by a professional, bureaucratic and Catholic urban elite.
