FŐISPÁNOK ÉS PREFEKTUSOK 1918−1919-BEN 1214 The centralisation of administration, and the gradual extension of state control – through, among other factors, the lord lieutenants – was a process that had already started in pre-war Hungary; it was further intensified during World War I by the appointment of government commissioners. After the collapse of the Austro-Hungarian Monarchy, however, the municipal system was completely abolished in the territories attached to Romania. The process had already started in the period of transition, when the edicts of the Governing Council extended the authority of the prefects, vesting them with greater powers than the lord lieutenants had ever enjoyed before.
