1424 TOTH AGNES Moreover, the constantly changing regulations made stability a practical impossibility in terms of both organisation (institutional network) and personnel (teachers and students). The study also examines the period between 1958 and 1960, when the political power laid the foundations for a much more restrictive policy with regard to the ethnic minorities than had operated thus far. The decree adopted by the Political Committee in 1958 was the ideological manifesto of this new policy. Although the rethoric used by the authorities in 1958-59 reflected a more tolerant attitude towards the etnic minorities, one that accepted decentralisation and to a certain extent supported ethnic associations, this new policy was in fact destined to conceal the preparations for the suppression of education in minority languages altogether.
