the provisions following it in Szabolcs county analyzing the work of the Lord Lieutenants of the area and the changes that took place in the administration of the county. The most significant change was brought by the decree of 1785 by Joseph II. It totally reorganized the structure of the counties. It was ordered that permanent committees be set up, jurisdiction be separated from public administration and management be changed. In Szabolcs county Ferenc Schemberger had the credit for editing the documents that were published before 1767. Count Samuel Teleki, who was the administrative Lord Lieutenant from 1785, urged to organize the archives and finish it in 1786. JÁNOS LAKOS: Fundamental Problems in Hungarian Archives between 1953 and 1955 (When and how did archivism get under the control of the Executive Council?) The 29 th statutory rule of 1950, which was an archival rule of new and socialist type, set up a centralized archival structure. The National Center of Archives (NCA) directly governed the National Archives and the regional archives, as well. The author studies the debate on the management and control of Hungarian archivism using the confidential records of NCA. The question of supervising archivism was placed on the agenda at the end of 1952. At that time the archives came under the Board of Education. Following the Soviet model the Home Office and the Hungarian Academy of Sciences could be found among the possible versions of supreme authority. The executive council also belonged to this group taking into consideration the wide-ranging activity of the archives. The final decision was made after long negotiations and conciliations, which were headed by Iván Borsa on the NCA' s part. Following a three-year fight, in 1955 archivism got under supervision of the executive council. Although the new place in administration was considered to be a right change by the profession, it proved to be only provisional later. The right of supervision was given to the Ministry of Education by the 27 th statutory rule of 1957. NCA was abolished and engaged in the ministry as a structural element by the same rule.
