keep the river which often flooded nearby villages. It was difficult to coordinate works here, as this segment was shared by three counties: Szabolcs, Zemplen and Ung. The latter two had the same attitude to river regularization, whereas Szabolcs was stubbornly against cutting through bends. Although the three counties finally came to an agreement regarding cutting through the bends at Zahony, Zsurk, and Karad after the great flood of 1814, hardly anything of the plans was implemented, due to the resistance of Szabolcs County. After a tug-of-war that lasted for fifteen years another disaster struck: the flood of 1830. Still, a powerful interference of the Council of the Governor General was necessary to cut through the bend of Tisza at Zsurk, as a one of the most important work on the river before the general regularization project began. The Zsurk project is a spectacular example that illustrates how important projects, that served the benefit of a large number of people, were postponed through whole decades for bureaucratic reasons and for contradictory interests of local political forces. Geza Laszlo UNPUBLISHED DOCUMENTS OF LAJOS KOSSUTH FROM 1848-1849 IN THE ARCHIVES OF SZABOLCS-SZATMAR-BEREG COUNTY The formerly unpublished official documents of Lajos Kossuth presented here are contained in folder no. IV. B. 102 of the Szabolcs-Szatmar-Bereg County archives. The title of the older is The Documents of the Szabolcs County Central Committee. The documents have never been made available in any published form before. Among the papers we find some written by Lajos Kossuth himself, but most of them were prepared by clerks and signed by Kossuth. Some of the long letters contain interesting information. Some are shorter, and only report about events of daily life in the War of Independence. I regard all documents signed by Kossuth as a document coming and originating from him. I did not include printed matters and a circular that came from him, incorporated into one of Szemere's documents. This circular is, unfortunately, not signed by Kossuth although he issued it. Barna Gottfried THE "RUTHENIAN ACTION" IN BEREG COUNTY (1897-1901) The author of the paper describes the direct government action taken on behalf of the Ruthenian population living in the financially, socially and culturally underdeveloped regions of the North-Eastern Carpathians. The famines and the large-scale emigration indicated grave and complex problems that were finally recognized by the agricultural government. Some of the reasons the author identifies include changes and negative tendencies in the structure of agriculture during the century. Ancient traditions were disrupted, and methods were introduced that did not match the natural environment. As a result, the importance of crop growing increased at the expense of animal husbandry.
