Dear Mr. Secretary-General:

The Hungarian Democratic Fomm, this independent spiritual-political movement, has been aware of the efforts made by the United Nations and personally you, Mr. Secretary-General, towards the realization of the principles laid down in the United Nations Charter and other agreements of a universal nature. It is with this awareness that we turn to you in the matter of an international tragedy.

Romania’s plan to raze thousands of agricultural communities is not an issue that concerns exclusively that country, but a matter that affects the Hungarian nation (and also some other countries) directly. Romania, under the cover of a land use reform, has launched the plan to demolish some seven thousand small settlements and to forcefully uproot their residents. This is a case without parallel during peacetime in the 20th century. The plan severely violates the most basic human rights; among others, it ignores the principle concerning the freedom to choose one’s place of residence, which principle was incorporated in Article 13 of the Universal Declaration of Human Rights.™ The plan would destroy part of the
