Whatever the motives are, this program has the most direct impact on Romania’s national minorities, and it is a brutal manifestation of the Romanian government’s policy of aggressive assimilation and cultural genocide, which openly ignores, among others, the principles laid down in Articles 17, and 27 of the International Covenant on Civil and Political Rights,201 as well as the responsibilities included in Article 5 of the UNESCO Convention against Discrimination in Education.202 Romania’s policy forces the population to flee the country in great numbers, thus causing human tragedies and social tensions in other countries such as Hungary. Such a violation of human and minority rights can disturb the peace and securi­ty of several countries, even of a whole region. What happens in Romania today cannot, either in terms of human rights or of international security, remain a purely domestic affair of one particular state. In view of the above reasons, we ask you, Mr. Secretary-General, to use your authority, so that the issue of the Romanian village-razing policy (together with the questions of cultural genocide and the large scale refugee movement) be put on the agenda and discussed by the United Nations and its specialized agencies (such as ECOSOC Human Rights Committee, High Commission of Refugees, UNESCO). In order to prevent further abuses, it would seem to be necessary to appoint an independent expert or committee of experts to study the situation. This would gather data from sources in Romania and other countries, and would be able to provide the United Nations with adequate and reliable information about the situation in Romania and other countries affected by Romanian policies. The Hungarian Democratic Forum is ready to assist UN representatives in every possi­ble way, for example by providing precise and comprehensive information about the fate of Romanian citizens seeking refuge in Hungary. zi szerződések gyűjteménye. 1945-1958.
