th district. The General City Planning Programme accepted in 1960 planned housing construction on sites where significant investment in pulling down old buildings or building out infrastructure was not needed. (Kőbánya, 16

l1 district, Kispest, Pesterzsébet) The reconstruction of the outer districts - i.e. former individual settlements was at hand. In the course of the fifteen-year program of housing construction (1960-1975) significant reconstruction of the outskirts was started, (the first larger housing estate in Pestlőrinc) the establishment of centres of outer districtsXXX (Reconstruction of Pesterzsébet) and constructing housing estates with the size of a whole city quarter. (The first pre-fabricated investment of the Kelenföld housing estates comprising of 9000 flats) The basic transformation of the image of the centres of Kőbánya and Óbuda are related to this period. The conctruction of the new socialist centre and a long-lasting reconstruction of the quarter in Kőbánya and reorganization in Óbuda by pulling down the old cental parts and constructing a larg estate with 12,000 flats. The intensive construction of housing estates on the outskirts was started in the period between 1968 and 1962. 176
