Fabó Beáta A külső kerületek Nagy-Budapest városépítési elképzeléseiben Beáta Fabó The Outer Districts in the Concepts of Urban Development of Greater Budapest An important event of the formation of Greater Budapest was Act VI of 1937 that extended the control of the secondary city-planning authority on the outskirts of Bu­dapest, i.e. on the territory of the present-day capital. The city-planning programme of 1940 treated only the territory of the city of its days, but the General City-planning Programme of 1948, that was thrown out planned the intensive building-in of the north-south direction of Greater Budapest having 2,981,000 inhabitants. The two areas which were exceptionally developed those days were the 13 th district (in the north) and Csepel (being still an independent village, later a town in the south) The General City-planning Programme being in the pipelines and changing constantly between 1949 and 1955 but never been accepted comprises the reconstruction of smaller uninhabited areas, the environment of the centres of the outer districts and building along the main roads. It put forward the establishment of sub-centres in the most important outer industrial districts (Csepel, Újpest, Kőbánya) and in the new socialist parts of the city (Óbuda, Angyalföld, Zugló). Between 1950 and 1953 new housing construction was quite limited. Due to the housing construction programme beginning with 1953 there were constructions mainly along the north - south line of construction in the districts inhabited by workers, there were settlements built with a housing stock of about a hundred flats each on the outskirts and in the outer districts . There were two major investments in the 14 th district: intensive housing construction determining the outlook of the district even today, and the placement of the People's Stadium which determined the route of the underground line that later attracted further masses of housing construction and the formation of a commercial centre. The plan of a socialist regional centre and the representative extension of Andrássy Street failed. Another important development was carrried out in the 11 th district by further development of the pre-war centre and its neighbourhood, (housing estates, buildings for study purposes and buildings for the communist party) In the course of the great housing-construction boom beginning with 1957-58 the first housing estates taking in a thousand people were built around the city centre ­with the aim of representation. (Ferencváros, Lágymányos, Angyalföld) The first significant step of reconstructing the city after the war took place in the 9 th district wherethe slum area in Üllői Street was pulled down and the first large housing estate was constructed.
