Any goods, which are put on board a ship for exportation before they have been entered at the Custom-House, and all packages, which contain prohibited articles, shall be forfeited to the Japanese G-overnment. No entry at the Custom-House shall be required for supplies f< r the use of the ships, their crews and passengers nor for the clothing etc. of passengers. The Japanese Custom-House Officers may seize any suspected package, but on doing so, they must give notice to the Imperial and Royal Consular Officer. Groods which are confiscated by the decision of the Imperial and Royal Consular Officers, shall at once be delivered to the Japanese Authorities and all fines or forfeitures decreed by the Imperial and Royal Consular Officers shall be levied by Authorities. Regulation IV. Ships, wishing to clear shall give twenty four hours notice at the Custom-House, and at the end of that tíme they shall be entitled to their clearance. But if it be refused, the Custom-House Authorities shall immediately inform the Captain or consignee of the ships of the reason, why the clearance is refused, and they shall alsó give the same notice to the Imperial aud Royal Consul, who will not deliver to the Captain the deposited ship-papers, until he produces a receipt from, the Custom-House, stating that all duties have been paid. Imqerial and Royal Men-of-War shall aot be required to enter or clear at the Custom-House, nor shall they be risited by Japanese Custom-House or police officers. Steamers, conveying the Maüs of the AustroHungarian Monarchy may enter and clear on the same day and they shall not be required to niake a manifest, except for such passengers and goods, as are to be landet in Japán. But such steamers shall in all cases enter and clear at the CustomHouse, • Whaleships, touching for supplies, or ships in distress, shall not be required to make a manifest tárgyakat, valamint az utazók ruháit stb. nem kell feljelenteni a vámhivatalnál. Ha a japáni vámhivatalnokok valamely árucsomagot gyanúsnak tartanának ugyanazt lefoglalhatják, kötelesek azonban erről tudósítani a csász. és kir. consuli hivatalnokot. A cs. és kir. consuli hivatalnokok határozata folytán elkobzás alá került javak azonnal átadandók a japáni hatóságoknak szintúgy a cs. és kir. consuli hivatalnokok által kivetett pénzbüntetések ezek által haladéktalanul beszedendők ós a japáni hatóságoknak átszolgáltandók. IV. Határozat. Az elindulásra készülő hajók tartoznak 24 órával előbb erról tudósitani a vámhivatalt, mely határidő lefolyta után az elindulás megengedtetik. Ha az erre vonatkozó engedély megtagadtatnék, kötelesek a vámhivatalnokok a megtagadtatás okáról értesíteni a hajókapitányát vagy az áruk elküldőjót, valamint a cs. és kir. ügynököt is, ki a hajó kapitányának a letéteményezett hajó okmányokat mindaddig ki nem szolgáltatandja, mig be nem mutatandja a vámhivatalnak az illetékek megfizetéséről szóló nyugtatványát. Cs. és kir. hadihajók sem érkezésük, sem indulásukról semmi jelentést sem kötelesek tenni a vámhivatalnak és a japáni vám- vagy a rendőri hivatalnokok részéről leendő megvizsgál tatás alól is mentek. Gőzösök, melyek a cs. kir. postát viszik, ugyanazon napon elindulhatnak, a melyen érkeztek ós rakomány nyilatkozatot csak olyan utazók ós javakról kötelesok készíteni, melyek Japánban szállíttatnak ki. Ilyen gőzösök azonban minden ecetre tartoznak érkezésük és elindulásukról jelentést tenni a vámhivatalnak.
