SZÁM. foreign ports is absolutely prohibited, the shipper must deposit at the Custom-House a written declaration, binding himself to pay to the Japanese Authorities the full value of the said goods in case he should fail te produce the aforesaid certificate within the above mentioned time. Should a vessél, bound from one of the open ports to another be lost on the voyage, proof of the loss shall take the place of the Custom-House Certificate, and a term of one year shall be allowod to the Austro-Hungarian eitizen to furnish this proof. ARTICLE XII. AH goods imperted by citizens of the AustroHungarian Monarchy intő one of the open ports in Japán, on which the duties stipulated by the present treaty have been paid, may-whether they are in the possession of Austro-Hungarian citizens or of Japanese subjects — be transported by the owners intő any port of the Japanese Empire without the payment of any tax or transit — duty whatever. AH articles of Japanese production may be conveyed by Japanese subjects from any place in Japán to any of the open ports without being liable to any tax or transit duty, with the exception of such tolls as are levied equally on all traders for the maintenance of roads or navigation. ARTICLE XIII. Austro-Hungarian citizens shall be at liberty to buy from Japanese and sell to them all articles without the iutervention of any Japanese officer either in such purchase or sale, or in making or receiving payment for the same. All Japanese shall be at liberty to buy any articles from Austro-Hungarian citizens either within the limits of the Austro-Hungarian Empire or in the open ports of Japán, without the intervention of any Japanese officier and thev may either keep and use the articles, which they have thus bought or réseli them. In their commercial transactions whit Austro-Hungarian citizens, the Japanese shall not be subject to higher taxation, than that usually paid by them in their transactions with each other. Likewise all Japanese subjects may,- on condition of obserwing the laws, visit the Austro-Hungarian Empire as well as the open ports of Japán and azok összes értókét a japáni hatóságoknak megfizetni kötelezi magát azon esetben, ha a fennebb érintett bizonyítványt a kiszabott időben be nem mutatná. Ha az egyik nyilt kikötőből egy másikba tartó hajó útközben elveszne, ennek bizonyítása pótolni fogja a vámhivatal elismervényét, mely bizonyítás eléállitására az osztrák-magyar alattvalónak egy, évi határidő engedtetik. XH. CZIKK. Mindazon áruk, melyek osztrák-magyar alattvalók által valamely nyilt japáni kikötőbe hozattak, ós melyek után a jelen szerződésben meghatározott vámok már megfizettettek, akár legyenek oszt.-magyar, akár japáni alattvalók birtokában birtokosaik által a császárság minden részeibe szállíthatók a nélkül, hogy bárminemű illetéket vagy bármi néven nevezendő átviteli vámot kellene utánok fizetni. A japániak az ország minden pontjáról hozhatnak japáni terményeket a nyitott kikötőkbe a nélkül, hogy illetékeknek vagy átviteli vámoknak alávetve volnának; ide nem értetnek azonban azon üti vámok, melyek minden kereskedőtől arányosan szedendők a száraz ós vizi utak fenntartása végett. XIII. CZIEK. Osztrák-magyar alattvalók mindennemű áruczikket vásárolhatnak a japániaktól és ugyanezeknek elis adhatnak a nélkül, hogy japáni hivatalnok közbenjárna a vétel vagy eladás ós vételár megfizetése vagy átvételénél. A japániak bármely áruczikket ugy az osztrákmagyar birodalom területén, mint a japáni nyilt kikötőkben is japáni hivatalnok közbenjárása nélkül vásárolhatnak osztrák-magyar alattvalóktól ós szabadságukban áll azokat meg is tartani és használni vagy újból eladni. A japánok osztrák-magyar alattvalókkal való kereskedelmi üzleteik után nem fognak nagyobb adókkal terheltetni azoknál, melyek a maguk közt kötött ügyleteik után járnak. Szintúgy minden japáni az általános törvényes határozatok figyelembentartása mellett ugy a cs. és kir. birodalomba; valamint a japáni nyilt kikötőkbe
