The Organization And Operation Of The Academy

THE ORGANIZATION AND THE OPERATION OF THE ACADEMY The General Assembly adopts the Statutes, the Bylaws and the annual budget of the Academy, and determines the science policy principles and pro­grammes affecting the entire work of the Academy. It discusses and approves the biennial report submitted to Parliament on both the Academy and the general state of science in Hungary, and the annual report presented to the Government on the Academy's activity. The General Assembly elects - for a three-year term - the leading officials of the Academy such as the President, the Vice-Presidents, the Secretary-General and the Deputy Secretary-General, and also the members of both the Presidium and the Council of the Academy's Research Units. COMMITTEES OF THE GENERAL ASSEMBLY The General Assembly elects standing committees for the performance of various special tasks. These are: the Council of the Academy's Research Units the Council of Doctors the Supervisory Committee the Board of Trustees (of the Academy's Property) the Committee on the Ethics of Science the Committee on Publishing Scientific Books and Periodicals. Council of the Academy's Research Units (CARU) The Academy maintains research institutes in order to ensure high-quality original research in the fields of the natural and social sciences and the humanities, runs other institutions to support their activities (i.e. libraries, archives, information system, etc.), and sup­ports research groups affiliated to various university chairs. The present number of research institutes is 47. These research institutes are supervised by the Council of the Academy's Research Units (CARU) which has 30 members, half of whom are elected by the General Assembly and the other half by the research institutes and other research units. CARU performs its research-related duties in close co-operation with the scientific sections. The function of its chairman is performed by the Secretary-General. CARU is helped by three advisory boards, each responsible for one of the three majors fields of science. It is the duty of these Boards to make propos­als for the annual budgetary support and investment allo­cations in the case of each research institute and other research unit belonging to their respective fields of sci­ence. In co-operation with the related scientific sections and committees, these Boards also evaluate the perform­ance of the individual research institutes. Chairman: NORBERT KROÓ, O.M. Secretariat: PÁL PRITZ, D.SC., ISTVÁN TEPLÁN, O.M. Council of Doctors The Council of Doctors may award the title of Doctor of the Hungarian Academy of Sciences to persons with a degree and with outstanding achievements in their field of learning, and who meet the conditions of obtaining this title. The Council has 25 members. Chairman: LAJOS LŐRINCZ, O.M. Co-chairman: ATTILA DOBOZY, C.M. Secretary: JÁNOS PAPP, D.SC. Supervisory Committee The tasks ol the 7-member Supervisory Committee are: to supervise the appropriate and lawful administration and management of the Academy's property, to give expert opinion to the General Assembly on the guiding principles of the Academy's annual budget and the annual budget statement. Chairman: PÁL MLCHELBERGER, O.M. Board of Trustees The seven members of the Board of Trustees are respon­sible for the promotion of the Academy's efficient prop­erty management. Chairman: TAMÁS STRAUSZ Committee on the Ethics of Science Composed of 22 members, the Committee on the Ethics of Science takes a stand in matters of principle relating to the ethics of science on such issues as, the free pursuit of science and professional integrity.
