The establishement of the most important new element of culure financing, the competition system of National Cultural Funds have not constituted a solution either. It is just in the most burning questions to solve - the deficiencies in the field of institutions, infrastructure, financing of the supply staff - that this system does not afford chance of competition. The solution, examined even with the method of exhaustions, is in the hands of the central government. The future of the network of artists’ symposia is already unimaginable without the subsidizing role of the state. It is the proprietors - the local governments - the cultural government and naturally the artistic profession involved that have the collective responsibility for the movement as well as operation of the network of symposia. To realize common responsibility, a new construction of operation and financ­ing must be drawn up, assuring the possibility of planning for at least a medi­um-term, 3-4 years. The raising of the necessity of state subsidization is also topical in the respect that the transformation of the basic social structures has taken place and it has even become possible for the central policy to pay attention to fine textures like art world. It shows the activation of the state cultural policy that they have managed to develop the techniques of the solution of the emerging problems in some scenes of art (see theatres). It is most desirable that for the activity fields like object­making arts, the 6700 professional fine and applied artists working in Hungary and the issue of artists’ symposia and workshops should not be left out either. The cultural and artistic results of the symposium movement are not only valu­able parts of the cultural heritage of a settlement or region but also of the whole country, the important means of the Hungarain marketing. It is also appeal of tourism, a market value from which the economy of the whole country profits. Through its continuance, Europe’s art world could be enriched by a genuine national cultural peculiarity after the accession, which is also a basis of integ­ration to the future common cultural market for the Hungarian artistic profes­sion. This contribution of ours gives pleasure to Europe’s artists, of which the maintainers of the symposia could very often convince themselves. II. The results of the symposia are obvious, yet it is important to take into account what value they have represented and can also represent for the cultural government in the future. a. Scenes and „ institutes ” of research and experimentation The condition of development and innovation of all creative activities are free, unconstrained experimentation and research.
