The leaders of the City and County of Győr of the turn of the century (Jenő Vennes, Mátyás farkas, Károly Németh and Jenő Kuncz) were his fellow students at the Academy. He entered the service of the city in 1883. Due to his inclination towards writing and public life he soon started an enterprise of establishing and editing a newspaper. In 1890 he became the secretary of the Chamber of Commerce and Industry, Győr. In 1894 he published The Fifty-Year History of the First Savings-Bank in Győr 1844-1894. During the administration of the Wekerle-government he took an active part in the affairs of church policy, he fiercely attacked Norbert Francsics, the headmaster of the Benedictine secondary school, who was the city's representative in the Parliament. It was that time that he established the liberal Győr Newspaper (Győri Hírlap) of the government party. Commemorating the millennial anniversary he prepared the Győr Monograph (Győri Monográfia, 1896) for which he was attacked from many sides. As the delegate of the Chamber in Győr, in 1899 he took part in the Congress of Commerce in Philadelphia; his experiences in America were published under the title Over the Ocean (Túl a tengeren). During the 1901 elections of the members of parliament Szávay represented the liberal party, Károly Hubert, a lawyer, represented the independent party. As a surprise, Károly Hubert won the elections. Being disappointed, Szávay passed the editorship of the Győr Newspaper to Sándor Rumy, and as the chamber's secretary he went to Debrecen. In 1920 he was elected • 337
