Az 1770-es évektől már emberfelesleg mutatkozott a Bánságban. Ezért a Ka­mara bizonyos csoportokat átirányított Magyarországra és Erdélybe. Mondanunk sem kell, hogy általában a nem katolikusokat, de az igaz hit képviselői közül is né­hányat. 1768-ban, mikor József keresztül utazott a Bánságon, hazatérve azt java­solta, vagy kapcsolják vissza Magyarországhoz, vagy pedig teremtsenek rendet és szervezettséget az örökös tartományok módjára. Neki ugyanis nem tetszett, amit tapasztalt: létbizonytalanság, elharapózott bűnözés, hatósági vetélkedés, rivalizá­lás a nagyobb hatalomért. Valószínű, hogy ez a vélekedés is siettette a Bánát tar­tományi jellegének megszüntetését. A megyei korszak és József 178 l-es árverési rendelete (164 községet elárverez­tek) óta a nemesi birtok megerősödött, s oda nem külföldről, hanem az ország más vidékeiről szállították a munkáskezet. Nem állítanánk, hogy ez a térség refeudalizációját, visszalépését jelentette az elmaradottabb rendi-nemesi világba, mert a fejlődés változatlan intenzitással folytatódott, de kétségtelen, hogy azóta a Bánság népességi viszonyai egészen más feltételek között alakultak. LÁSZLÓ MARJANUCZ DATA TO THE HISTORY OF HABSBURG SETTLING IN BÁNSÁG The former 'lowlands region' reoccupied from the Turks was put under the jurisdiction of the Habsburgs as 'Temesi Bánság'. As the territory was handled as a new conquest the return of Hun­garian landowners was prohibited. Consequently the system of counties was not reformed and there were no landowners and villains. The court of Vienna settled down in the new province. In the be­ginning only military authority was felt, as the threat of Turkish occupation still continued. The mil­itary and civilian control was given to count Merc by Eugene of Savoy, the conquering commander with the subsequent approval of the emperor. The most urgent task was to reveal the circumstances in the region so that decision of governing structure could be made. Thuswise the governor immediately ordered to take the census of the population in Bánság regarding its number and financial condition. Parallel to this systematical colonisation was started mostly from the territory of the German Empire. Organizing a functioning public administration guaranteed the enforcement of the interests of the court, while the settlement of effective workforce aimed at recultivating the unwedded land run wild and utilizing local conditions in an economic sense. The head organization of local administration was the so called Landeadministration des Temeswarer Banats (Provincial Governing Office),whose central control was debated by the War Council and the Treasury of the Court. After a while the social and economic structure of the region became stressed thus the significance of military aspect decreased. The most specific historical feature of the Bánát region is that its population was formulated from many different nationalities. In due course of organized colonization Germans from the empire settled down there, however, several settlements of Latin origin were founded as well, where Spanish, French, Walloon, Italian and Alsatian people started their new life. This diversity of ethnicity was in accordance with the utilitarian interest of the Treasury in order to develop and utilize the economic potential of the area. 34 Lajos KAKUCS, 1998. 23-24. p.
