By the end of World War II, from the autumn of 1944 to the beginning of 1945, the territory of Southern Transdanubia was occupied by the Soviet Army. ?e occupation was followed by the introduction of military administration.

Prior to the arrival of the Soviet Army, most of the representatives of local power had fled to the West and had taken the assets, valuables and cash of the banks and public institutions with themselves. Consequently, when the reorganized local city council wanted to raise some cash for relaunching the economy and life in general, they could only rely on the modest savings of the local inhabitants.

?e administration of Pécs was reorganized on December 1, 1944. , and dr. Lajos Esztergár, the new Mayor, assigned János Németh, chief accountant and the Accounting Office to raise the money needed for local operations.

With the consent of the National Committee, a decision was made to to issue “Wheat-loan Bonds”, and the assets of the city of Pécs served as security for the bonds. ?e inhabitants bought 2,500 tons worth of wheat-loan bonds at 40-pengő wheat price, which was worth a million pengő. ?e bonds were signed by Mihály Vörös and János Németh with two-year repayment obligations.
