PALMANY BÉLA A MAGYAR TÖRVÉNYHOZÁS LEVÉLTÁRÁNAK RÖVID TÖRTÉNETE ÉS MAI TAGOLÓDÁSA 1 A SHORT HISTORY AND THE PRESENT STRUCTURE OF RECORDS IN THE ARCHIVES OF THE HUNGARIAN PARLIAMENT: The author, head of the Central Archives of the Hungarian Parlia­ment sums up the history of the archives of the Hungarian legislative assemblies from 1723 (the codifi­cation of the establishment of the Archívum Regni = State Archives) up to our days. The Archívum Regfii and its two-three employees constituted the first and exclusive office-staff of the Hungarian Diet's two chambers between 1756 and 1848. The activity concerning the receiving and safe keeping of archi­val materials of former diets and supreme courts, based the stock of the State Archives (Országos Levél­tár) after 1874. The author describes and appreciates the results of the senior archivists' hard work; Márton-György Kovachich (1744-1821), his son, József-Miklós Kovachich (1798-1878) and the legal historian György Gyurikovits (1780-1848). The first Hungarian parliament elected according to the principles of popular representation (July 1848­August 1849) founded two standing Bureaus responsible for managing the „paper work" of the two Chambers (House of Magnates and House of Representatives). The two heads were called „archivists", and were responsible not only for the archives but also for the compilation of minutes of proceedings. The author describes the staff and operation of the Bureau in 1848-1849, and — also for the first time — the foundation of the standing Bureau of the House of Representatives in 1868-1869. One of the departments of the (Great) Bureau was the Archives. The article sums up the — up to now unkown — history of the central archives of the parliament, its organisation and operation until 1949, compiles the chief archivists" curricula vitae (among others the famous historian Sándor Takáts (1860-1932). Between 1949 and 1991 the Parliament did not maintain its central archives, the Speaker's Secretariate was charged with the management of the „secret administration and archives". As a result of the political changes since the proclamation of the Republic of Hungary in 1989 and the convocation of the democratic parliament in May. 1990, the legislative activity became tremendous, so the administrative organs also had to be developed. The Speaker, Mr. György Szabad ordered to estab­lish the Division of Archives within the organisation of the Office of the Parliament in June 1994. The article also includes a guide to the fonds of the Central Archives of the Parliament. The volumes of the edited minutes of proceedings („diaries"), session documents (bills etc.), standing orders, state bud­gets and final acounts, respectively the almanacs and standing orders are parts of the historical archives and are structured according to the epochs of Hungarian political history. The archives are as follows: the House of Magnates (1865-1918) later Upper House (1927-1944), the House of Representatives (1865-1918. 1927-1944) respectively the one chamber National Assemblies (1919, 1920-1927. 1944­1949). the communist National Assembly (1949-1990). The current archivalia (unedited files) has been collected since 1956, and consist of the records of the Speakers and the Office (1956-1994), minutes of proceedings of the parliamentary plenary sessions and committees (1956-1996). The archives is opened for the public, and is in concordance with the prescriptions of the new act on archives (66/1995). Az alábbiakban rövid kalauzt kívánunk készíteni a magyar törvényhozások levéltárainak történeti fejlődéséről és bemutatjuk mai tagolódását. A kalauz mint levéltári segédlet fajta elsődleges célja a tájékoztatás, egy vagy több levéltári „intézmény" szintjén készül. ' Ez a közlemény kis mértékben módosított változata a Parlamenti dolgozatok, VI. (Szerk.:SOLTÉsz ISTVÁN, Bp., 1997) kötetben azonos címmel megjelent ismertetőnek. A Levéltári Közlemények kialakult gyakorlata szerint másodközlésre nem vállalkozunk, azonban a cikk témájára és az eredeti megjelenési helyre tekintettel a kézirat megjelentetése mellett döntöttünk. — A szerk.
