Plusieurs fois déjà le Gouvernement royal hongrois a élevé sa voix contre les abus que les autorités subalternes d'occupation serbes-croates-slovènes commettent en territoire encore occupé, sous des aspects les plus différents, au préjudice de la propriété privée, surtout de la propriété foncière, des citoyens hongrois. Le séquestre et le bail forcé sont à la fois la base et les formes les plus usuelles de ces abus. La Mission militaire interalliée elle-même les a constatés, et dans sa note No 3100, datée du 18 septembre 1920, 6 „d'accord avec les Haut-Commissaires de l'Entente, fait remarquer au Délégué du Gouvernement S. H. S. qu'un tel procédé n'est pas conforme aux règles du droit international".
