1921 At the same time you are to inform the Chancellor that the nomination of Mr., Davy, who was entrusted with the conduct of the negotiations, as "Landesverwalter" of Western Hungary makes it very difficult, or even impossible, to continue negotiations with Mr. Davy; therefore, in spite of the admiration which all the Hungarian delegates have for Mr. Davy's conciliatory manner, it will be almost indispensable to entrust somebody else with the conduct of the negotiations on behalf of Austria.

2 I herewith authorize you to place the data referring to Italian and Yugoslav reparation claims for the period preceding the conclusion of the armistice on November 3, 1918 at the disposal of the German Government. Naturally these data should not contain any information referring to anything but the joint military operations, or concerning the period after the above-mentioned date. At the same time I have instructed our Minister in Berlin

3 to ask the German Government to treat these data as confidential.
