1921 At the same time you are to inform the Chancellor that the nomination of Mr., Davy, who was entrusted with the conduct of the negotiations, as "Landesverwalter" of Western Hungary makes it very difficult, or even impossible, to continue negotia­tions with Mr. Davy; therefore, in spite of the admiration which all the Hungarian delegates have for Mr. Davy's conciliatory manner, it will be almost indispensable to entrust somebody else with the conduct of the negotiations on behalf of Austria. 1 No. 165. 33152/8.
