[TRANSLATION] With reference to instruction No. 661/pol. 1 I have given the manifesto of the Hungarian bishops in Rumania to the Secretary of State. 2 The Cardinal informed me that a few days ago he sent the Prince-Primate 3 a new draft of the Rumanian Concordat, requesting him to enquire the opinion of the Hungarian Government and the bishops and report to him. After receipt of the PrincePrimate's reply this new draft, and not the old one, will be considered here. I shall receive this in a few days and will submit it at once. 4 No. 164. 1059/P0I. The Minister for Foreign Affairs, Dr. Gratz, to the Hungarian Chargé d'affaires in Vienna, Mr. Masirevich. [TRANSLATION] Code telegram No. 56. BUDAPEST, February 28, 1921. If Chancellor Mayr should refer to the Sigray article mentioned in your telegram No. 64 of yesterday, 8 you are to inform him that Count Sigray is not only a Hungarian Government official, but also a Member of Parliament, and therefore the Government is not able to exert direct influence upon his statements, which were influenced by public opinion in Western Hungary.
