1921 io79 note, and that it seemed as if they were awaiting Italian mediation, which however did not come. To-day a change has occurred in thç situation in that the Allied Powers jointly, in their reply-note to us through the Conference of Ambassadors, expressed the wish that negotiations should be begun between Austria and Hungary on the question of Western Hungary. 1 It is to be hoped that the Austrian Government will comply with this request, and the objective will thus be achieved. It is however possible that in the further development of the matter there will be need of mediation, and I therefore asked that the Italian Government should not give up its intention of mediating as a whole, but should only keep further steps in suspense. I also reserved the right to return to the question, and told him that in the meantime I will consider whether we can make proposals of a more precise nature than those contained in our note to him. 2 No. 74. ooo/pol. Colonel Smith has just informed me that the conference between the Succession States planned for February 3 will pro­bably be postponed again for an indefinite period, owing to the difficulties caused by Italy and Yugoslavia. Italy, which retarded the preliminary conference in Vienna by imposing all sorts of conditions (the last time she wanted the main conference held in Portorose), has now declared that she will agree to the preli­minary conference in Vienna only if all the Succession States take part.
