Résumé Résumé The Attempt at Realizing the Political Dimension of Central-Europe: The Visegrad Cooperation (V4) Central Europe can be imagined in a number of different forms and dimensions, but we should take a lot of limitations and political problems into account if we wish to realize its political dimension. One of the problems is the pecularities rooted in the his­tory of the region and its present-day realities alike, including an inability to cooperate or the lack of experience in cooperation. The Visegrad Cooperation, which was called into being in the eastern part of Central Europe, and which is struggling with a lot of difficulties, endeavors to do away with this adverse situation. The cooperation, which was established in 1991, can be conceived as an attempt at creating a genuine form and substance to the political dimension of Central Europe, i.e., a close political cooperation. The four members of the cooperation are trying to get closer to one another by relying on the opportunity of freely chosen cooperation and solidarity with each other. These are, at least on paper, principles professed by the European Union as well. The Visegrad Cooperation will be 20 years old soon. The attempts at cooperation, which are predominantly unsuccessful, are realized through slow motions. It shies away from making the intitutionalized form mandatory. Due to the mutual sensitive­ness towards one another, the best possible solution seems to be a cooperation mecha­nism which does not call for reconciling interests but, instead, it only provides a non­binding platform. This slow development is better suited to the delicate balance in Central Europe than a fast forward movement. This way the need for cooperation may be embedded more deeply and safely into the respective societies than otherwise. 2010. nyár 51
