Résumé Modeling the Statebuilding-process Due to the simultaneous terrorist attacks in 2001, analyzing the causes and consequenc­es of state failure became a popular topic. The literature of state-failures analyzes state­building as a possible solution that could address the problem. However, it has to be kept in mind that the process of statebuilding is complex and context-dependent. The statebuilding - and not nation-building as it appears often in the literature - covers simultaneously more dimensions: establishing secure environment, enhancing the so­cietal cohesion, institution building, democracy building, and creating opportunity for sustainable development. The goal of the present study is to rethink the question and problem of state-failure and statebuilding through using the nexus among state failure studies, transitology and development economics. This new aspect would reveal new perspectives that could also help to answer questions such as whether state-building is a prerequisite of democracy? The goal of the BIEN model, which is introduced in this study, is to summarize the lessons collected from the above-mentioned disciplines and to suggest a solution for the problem of failed states in a constructivist manner. As the model shows, state-building is a simultaneously sequenced and gradual process. State-building has two sequences: first, the basic human needs have to be met; second, democracy, economy and society have to develop hand-in-hand gradually. It also seems to be formally valid that in the second sequence the logical order is as follows: institution building, economic develop­ment and nation building. The final hypothesis is that these dimensions cannot develop separately because there is a need for positive change in each of them. 72 Külügyi Szemle
