Résumé The Participation of the Spanish Autonomous Communities and Catalonia in the European Union Policies In my essay I intend to represent the European policy of the Spanish Autonomous Communities and Catalonia. The Catalan Autonomous Community can be a good example how to represent the national interest on regional and European level. Although the foreign affairs policy is the discretional right of the central government, the autonomous communities take part actively in the European Union policy. They draw up national viewpoints and foreign affairs conceptions. In Catalonia the foreign affairs policy is the main instrument of the representation of the national interest The regional government wants to increase the Autonomous Community's economic-commercial and cultural influence internationally. The Catalan regional government cooperates with the Spanish central government in drawing up the foreign affairs conceptions. The successfulness of these policies depend on the tactical alliances of the Spanish and Catalan regional political parties. We have to state that the Spanish Autonomous Communities have limited rights in the field of international relationship. Catalonia plays an intensive role in the international and European level. The province participates in the interregional and Mediterranean cooperation as well. In the next following years the Catalan diplomacy main goal will be to convince the European regions in expanding the subsidiarity on regional level. 94 Külügyi Szemle
