Résumé Globalisation, nation state, region: multi-level governance in Europe: myth or reality? The existence, what's more, dominance, of multi-level governance in Europe is taken for granted by most analysts. Most of them think that the EU governance model is a system in which the different governance units such as the constitutional regions, nation states and supra-national institutions govern the Union jointly. This governance model constitutes a non-hierarchical and policentric unit. In the view of the more optimistic onlookers this governance system may lead to the formation of political identities, which suit the model of multi-level governance better. This identity would be a multi-level identity, which in the long run might replace the exclusive and closed national identities. The question arises though, how this nicely put system of theories really looks like. The formation of the European Convent and the debate on the future of the EU provides an opportunity to integrate the noble theory of the Europe of the regions into the new EU constitution with legal and constitutional guarantees. This article is aimed at analysing the debate of the Convent in this context and comes to the conclusion that 2003. nyár 29
