Osvát Szabolcs lasztották a konverziót, hanem az erről szóló egyoldalú politikai kötelezettségvállalásaik fontos feltételét jelentették a rendkívüli ideiglenes telepítés elfogadásának. Az orosz fél kezdetben látszólag nem tulajdonított nagy jelentőséget a nyilatkozatnak, később azonban, az áttörést jelentő adaptációs megállapodások megkötésével már ragaszkodott ahhoz, hogy az adaptációs csomag politikai vállalásokat tartalmazó része, formailag a 1999. novemberi CFE-konferencia záródokumentuma, hivatkozzon a nyilatkozatra. Orosz részről utóbb azt is szerették volna elérni, hogy a nyilatkozatot csatolják a záródokumentumhoz, ezt azonban a NATO elutasította. 48 A rendkívüli ideiglenes telepítés országonkénti maximális értéke 459 harckocsi, 723 páncélozott harcjármű és 420 tüzérségi eszköz. Az életbelépéskor érvényes magyar nemzeti szint vonatkozó értékei: 835 harckocsi, 1700 páncélozott harcjármű és 840 tüzérségi eszköz. Az adaptációs politikai csomag magyar vállalása értelmében ezek az értékek 2002 végére 710 harckocsira, 1560 páncélozott harcjárműre és 750 tüzérségi eszközre csökkennek. 50 Külpolitika
