To the basic values belong the national values and norms historically formed and accepted by the majority of the nation, and the international ones respected by the international community. Security is a dynamically changing category, its interpretation contains subjective elements, that is why it is indispensable the continuous, systematic many-sided re-interpretation. To avoid the misjudgments derived from subjective source it is necessary to eliminate the monopolised institutional situation- assesment and for the sake of as much as possible exactness and objectivity the judgment of the security situation should be. made the topic of complex discussions by experts. András lnotai: Correlation of Forces and Membe State Interests in the West European Integration, with Special Respect to the Year 1992 The aim of this paper is to explore the specific interests of the 12 EC member states in economic aspect. The manifold interests, the specific interest coincidences and contradictions, the emerging in their wake permanent and temporary interest-associations are the indispensable elements of all living processes. The open presentation of all these creates reference basis not for that we would present one-sidedly the difficulties of the EC integration process or foreshadow its failure. On the contrary we wish to prove that integration alongside the conflict and harmonisation of such different interests proceeds and only in such a way could proceed forward. The commonly shared big aim, the road leading to West European unity is naturally full of obstacles 'and of not always foreseen traps. But they could be avoided or one could be deliberately prepared to confront them, if the interest structure, the motivations of the participants are clearly tangible in advance. It makes possible the forward movement there, where is no barrier, and orders cautionness there, where the hasty, impatient initiatives could cause grave losses. It appears, the Brussels Commission measured well the terrain when it proclamed the program of 1992. Naturally the economic approaches mean only one element of this process which is obviously a more easily and more exactly prognosticable element. But a political prognosis can be undertaken only in case of fulfilling this economic program. If only the (East) European arena moving with spectacular quickness and in almost unpredictable and uncontrollable way can offer any handhold for it. Because the political future of Western Europe — though it is not yet recognized to the full extent by Brussels — cannot be separated from the events occuring in its direct geographical vicinity.
