Subsequent to the ultimate stage of development of the Kisköre (Tisza No. II) Barrage and its pertinent irrigation systems a possibility of irrigating 300 000 hectares agricultural area will be available. When the Economic Committee approved the investment programme of the Kisköre Barrage and its pertinent irrigation systems, the Committee decided: „In order to achieve the efficiency of the foundation of irrigation farming, the farms implementing the irrigation development in the region, should be prepared for the use of the irrigation water.” For the realization of these tasks, the Tisza Region Agricultural Development Bureau (TMI) was established in the framework of the Ministry of Agriculture and Food Industry. In the Action programme approved in connection with the implementation of the task, it was accepted as a basic principle that: „Irrigation is an agrotechnical method to affect the safety and the extent of crop yield, in the framework of which the water demand of the plants to the economical upper limit of efficiency should be met. Generally its introduction is reasonable, wherever the given farm attains or approaches the optimum yield of dryfarming. Therefore irrigation as a higher-grade agrotechnical method is based on the dry-farming and needs it as its basis.” To realize this basic principle TMI investigated the natural and economic circumstances of about 400 agricultural large-scale farms (co-operative and state farms) situated in the influenced area of the Kisköre Barrage and its irrigation systems that needed irrigation development. On this basis and considering management results, TMI submitted a recommendation for the timing of irrigation development implementation. For the farms proposed for development in Stage I, medium-range farm development plans were elaborated. In order to promote the implementation and the foundation of the aims defined in the farm development plans, model farms have been created in the influenced area of the irrigation systems. The primary standpoint in their selection was that the given production region and county should represent well the natural conditions, size of the area and the production structure of the farms. The objective that the crop-yield results and experience gained with the irrigation development on the model farms should form a basis for the economic development based on irrigation and implemented on a large scale. The correctness of the aims had been verified by the results of the eight year long period investigated, starting from the beginning of development.
