- Through tbe enterprise councils, the power of those vho head the hierarchy at the vorkplace has increased. Enterprise vorkers should examine vhether the self-management body at their vorkplace could function as a meeting of delegates, rather than as an enterprise council. Official restriction of the choice among the forms of self-management is unvarranted.- Self-management must be introduced alsó at the subdivisions of large enterprises. Relative economic independence is a prerequisite fór self- management at factories, plánts and shops. The intrapreneurial System vithin business orgsnizstions must be expanded. Where only this solution makes economic sense, the technologically separate internál units (plants, shops and brigades) should be enabled to contract vith their ovn enterprise. (What ve are recommending is nőt the expansion of the activity of the so- called enterprise vorkers1 business partnerships vhich vork after completing their shift, bút the organization of production on an entrepreneurial hasis during regular vorking hours. The enterprise vorkers' business partnership is actually a név form of overtime. It favors a minority that is integrated the most closely intő the enterprise's hierarchy, and it contributes tovard preserving the vasteful organization of the use of available vorking time during regular vorking hours.)- The clearest form of giving employees an incent ive as ovners vould be employee stock ovnership. When an enterprise issue6 shares, its employees should be given an option to buy them. Up to a certain limit, employees could be permitted to buy shares at a reduced price. Representation of the vorkers as ovners mu6t be distinct from representation of their interests as employees.- Self-management represents the members of the enterprise ccllective in their capacity as ovners, vhile the trade unión and the other interest- representing organizations represent them in their capacity as employees. The tvo types of representation must be unmistakably distinct from each other; specifically becsüse, rather than despite the fact that, the exercisers of ovner's rights and the collective of employees are (in principle) identical.- The trade-union bureaucracy has caused serious harm to self-management by assuming control of the organization and conduct of elections to the self- management bodies. In future, a separate apparátus independent of the trade unión vili have to be created fór this purpose.- When electing a self-management body, the nomination of candidates beforehand must be dispensed vith, and everyone running in the election must be given an opportunity to explain vhat stadpoint he vould support in the self-management body, if elected.- Trade-union office is incompatible vith serving in a self-management body. On questions concerning the enterprise*s business strategy or tbe selection of managers, the members of the self-management body vho belong to the party may nőt be given, and may nőt accept, binding in6tructions from the party organizations.
