- The chief executive should represent the enterprise in bargaining vith tbe trade unión. Arbitration vili be necesaary vben tbey fail to reach an agreement. In a crisia (vhen tbe enterprise'a performance ahova a ateady decline or markét conditiona suddenly become more rigorous, or vhen there ie a threat of bankruptcy), tbey ehould submit the dÍ8pute to an arbitration board, yet to be aet up. In normál circumatancea, the final decision ia made in a conference betveen tbe trade unión and self-management. Self-management must be independent of the party, the auperviaing atate agencies, and the enterpriae'a management.- An outaide organ must nőt be alloved to reacind the lavful deciaiona of the self-management body. The vető pover of the party or government over the peraon of the elected chief executive muat ceaae. Instead of rigid vető pover, a syatem of referencee should be employed: fór references the self- management body could contact prominent peraonalitiee and the institutions in the given profession, the supervieing ministry, and—in the case of certain specified positions—the state-security organs. The received referencee must be shovn to the candidates, bút evaluation of the referencee vould be the exclusive right of the self-management body.- Ae long as the enterprise remains solvent, the auperviaing agency should be able to dismiss the self-management body only upon establishing that thia body ie corrupt. Othervise the auperviaing agency should have only the right to turn to the vorkers' collective vith an initiative to recall the self-management body. Thia is vhat the auperviaing agency should do alsó vhen it finde that self-management ie an obstacle to fending off bankruptcy.- It is incompatible vith the employer-employee relationship betveen the self-management body and the chief executive to allov him to appoint a proportion of the self-management body'8 membere. The chief executive'a immediate deputiee should be barred from seats in the self-management body. Let there be self-management alsó in the larger private-sector businesses.- The grovth-curbing limits on the size of the vork force small businesses may employ, and the other restrictiona burdening them are undeairable from the national economy's vievpoint, and they are nőt politically effective either. Inetead of setting an artificial ceiling on priváté inveBtment, the lav should specify the floor vhere the self-management system has to begin. Above thia floor, the ovner vould retain control of his equity, bút management of the business organization vould pass intő the hands of self- management .- Let there be an end to the hypocrisy vhich claims that the név types of businesses are collective, "socialist" enterprises. Most large business partner6hips are privát enterprises; their promoters are entrepreneurs; and their members, employees. Instead of maintaining the fiction of socialist enterprise, let there be a free interest-representing organization fór employees of priváté enterprises (and fór "members" vhose status is similar to that of employees). • 3$
