Today very few people atill believe that meaningful progreaa in tbe legal rearrangement of the economy and civilian aociety can be achieved vithout directly reforming the party. Tbe party's ránk and fiié is grumbling about ita ovn subordinate role and helpleasneBB; it has turnéd againat the leaderBhip and identifiea vitb public opinion in the vider aense. Without a reform of party life, the leadership vili hardly be able to rely on the ránk and fiié. Public opinion (including a large proportion of the party'a membera) holdé that the régimé'a baaic probléma etem from the party's unlimited political pover. The public doea nőt trust any atatutory changee that vould leave intact the party's supralegal status. Eeneval of the party'a internál, organizational life ia the concern of the party membera, and ve vili nőt dvell on it here, although ve do regard it as eseential. As an organization ezercising ezecutive povers, hovever, the party ia accountable to entire aociety. Every Hungárián Citizen has the right to ezpresa his opinion on vhat ezecutive povers tbe party may ezerciae, and in vhat form. The constitutional principle of popular sovereignty requires that supreme atate pover be veeted in bodiee elected by direct vote (Constitution, Section 2, Paragrapha 2 and A). The party's "leading role” (Section 3) limité popular sovereignty, and it must be recognized as a limitation.
