PREVALENCE OF THE GREATEST TAX-PAYERS IN THE ORGANISATION OF DEBRECEN MUNICIPAL BOARD (1872-1929) Gábor Olveti The principle of "virility", the status of the greatest tax-payers, used to be an essential element in the Hungarian self-government systems. In the election system of the period not only the right to vote, but also the right to membership of the body of self-government representatives was linked with the extent of tax-paying. Virility prevailing in the Debrecen Municipal Board for over half a century assured the overwhelming power of the citizens paying the largest amounts of taxes. The author of the study analyses the changes in the organisation and operative mechanism of this body. It presents the changes in the proportion of the virilists and the elected representatives, the significance of the standing and ad hoc committees and the operational order of the committee meetings. The investigation of the topic is made especially important by the decisive role that the Municipal Board played in directing the administration of the city..
