The fact that the Preamble of the Charter to be signed at the summit allows the implemen- tation of the terms to be voluntary prerogatives of national governments defeats the legitimate purpose of the Conference. We respectfully urge youi Mr. Presidenti to clarify the position of the United States concerning the recognition of the colonial status of East-Central Europe and of the annexation of the Baltic States. We respectfully suggest that the United States should insist that the Brezhnev Doctrine- under which the Soviets claim the right to put their tanks to crush uprisings against their political and economic system in their satellites as they did in 1953 in East-Germany, in 1956 in Poland and in Hungary, and in 1968 in Czechoslovakia-be put on the agenda for debate at the European Security Conference before the American President attends any summit designed to legitimize the Soviet conquest of East Europe. If this doctrine is not a matter of concern to "European security" and relevant to the "inviolability of borders"« what is/ The United States, by neglecting to state her objection at the Conference on European Security and Cooperation, will create an impression of accepting the morality and the leglity of this doctrine. An American President who signs an international agreement which can be interpreted this way will negate the long-held American committment to the support of the aspirations of all captive peoples for self-determination as expressed by sixteen consecutive proclamations of Captive Nations Week since 1959. We are concerned. Concerned not only with the fate of our brothers in East-Central Europe, but with the fate of our country. In our opinion, the future of East-Central Europe will inevitably affect the future of the United States. Your stand at the Conference on European Security and Cooperation concerning East-Central Europe, is and will remain an issue for the many millions of Americans with East-Central European heritage. Our common cause had the privilege of your support in the past. We sincerely hope that it will continue.
