AMERICAN Hungarian Journal Dr. Thomas Nonn "Hungary Was the First European Fascist State"? (DEFINITELY NOT!!) There were two letters published in the January 1st issue of the New York Times, entitled "Horthy and Hitler" and "Hungary and the Serbs", which are potentially highly misleading. The first letter states that "Hungary was the first European fascist state, whatever that word means." I suggest that, if the writer does not know what fascism means, he should not use the term in such accusatory sense! His statement that Horthy in 1938 took part in "dismembering" Czechoslovakia is highly misleading without pointing out that Czechoslovakia (which just recently dismembered itself...) was an artificial creation which did not exist until the end of the First World War. Slovakia had been part of Hungary for a thousand years, and Horthy reoccupied only that part which had an overwhelming majority (86.5 percent) of Hungarian population. The second letter refers to the Hungarian occupation of the Vojvodina section of Yugoslavia as "one of the most shameful episodes of Hungarian history." Indeed, there were atrocities committed by some Hungarian troops in January, 1942, but it was not Horthy’s doing. The outraged Minister of Defense, Vilmos Nagybaczoni Nagy initiated an investigation and court-martial proceedings commenced against the ringleaders of the pogrom. The officers responsible for the killings, however, with German help managed to escape to Germany, where they joined the SS and thus were beyond the reach of Hungarian justice. Horthy was no Nazi, and Hungary was not a Fascist State, except during the last months of the war after Horthy’s futile attempt at an armistice on October 15, 1944. By that time, the Germans had occupied the country and their fanatic henchmen, Szálasi and members of his Arrow-Cross Party let all hell loose. Horthy was placed under house arrest, guarded by the SS in Hirschberg Castle in Bavaria, and his son was kidnapped and deported to Mauthausen. As early as 1942, Göbbels expressed the antagonism of the Reich toward Horthy in his diary and hinted ominously at "dealing with him after the war." The tragedy of Horthy and that of Hungary itself was that it was clearly impossible to regain any of the territories lost in the disastrous 1920 Treaty of Trianon, without German help. Border revision was the top agenda supported by the whole nation and no leader could survive without advocating it. Horthy’s reluctant alliance with Germany did result in recovering the bulk of Hungarian-inhabited lands from the surrounding countries, which were, of course, lost again at the end of the war. The allies recognized this reality and, while the Hungarian nation paid a heavy price for its role during the war, Horthy himself was not tried, nor was he ever treated as a war criminal. As long as someone to whom some responsibility could be ascribed is still alive, he should suffer; if dead, humiliated. There are some who are not willing to admit that at a given historical junction, in a given location, like that of Hungary’s in World War II, the action range of a leader has its limits. Those on the Left cannot forgive Horthy for ending the sailor’s rebellion at Cattaro and putting an end to the first Communist dictator Béla Kun’s rule in 1919. Horthy returned to a truncated, devastated country after World War I. The Allies, England and France, were backing the "Small Entente" then, as they are backing Serbia now. Hungary, having lost two-thirds of its territory due to the Peace Treaty of Trianon, one of the most unjust in all European history, - with all the minerals, most of its industrial bases, and threeand-a-half of its ten million people lost, was looking for allies to help with a new beginning. In Hungary’s thousand-year-old history, help came always from the west. This time the "West" was different. Its immediate neighbor, Austria, was beaten and suffering too; France was backing Romania; so there was no other choice but Germany. Horthy and his politicians attempted to balance the German overweight with an Italian alliance. Hungary was allowed to repossess fractions of the territories lost to Trianon, just to lose them again following World War II. Horthy is often accused of permitting the transportation of Hungarian Jews to Germany. That was not exactly the case. The fact is that no other Mid- Europan country was as magnanimous as Hungary during WW II. Hungary was the only country in Central Europe where Jews lived in relative safety during WW II. It all ended on March 19,1944. On that day, Horthy had to decide between an outright German occupation, or the status of a protectorate. He chose the latter. He could have committed suicide, like Count Teleki, and the country could have attempted resistence, perhaps for a few hours. By that time, however, Hungary was ready to abandon the Axis. The Hungarian General Staff had plans ready for securing the advance of the Allies, should Churchill’s proposed landing take place. It never did. The transportation of a quarter of a million Hungarian Jews followed, stopped for a while, than continued in October 1944, when the Arrowcross (Hungarian Nazi) Party grabbed the power. At the Nürnberg Process Horthy was not accused, he was merely a witness. He is believed to be one of the few heads of state who accumulated no secret funds in Switzerland during his tenure. After the war, he led a "middle class" existence in Portugal until his death, at the age of eightynine. Miklós Horthy was reburied in the family tomb at Kenderes, Hungary, on September 4,1993.
